Qingdao Forum on International Standardization was held on 28, June. The theme was "Standards make the city smarter". More than 400 representatives from the three major international organizations of standardization (ISO, IEC, ITU), the United Nations agencies, World IOT Foundation, China Quality Inspection System, Ministry of Commerce of the P.R.C., Development Research Centre of the State Council and Haier Group met in Qingdao to discuss standards. Administrator of Standardization Administration of the P.R.C. Tian Shihong, ISO President Zhang Xiaogang, and the Mayor of Qingdao Meng Fanli attended the opening ceremony and delivered a speech. He Xuming, Executive Chairman of WIOTC delivered a speech on "IOT architecture standard is the key to sustainable development of smart city".

Chairman He Xuming said, "At the WSIS Forum 2017 he just attended, the topic mentioned most is smart city, which is also the focus that global politicians, economists, entrepreneurs, international organizations and United Nations agencies paid much attention to. But any standard is built on the base of cognition, attribute and definition. I agree with the opinion that "smart city should start from the development of IOT". Smart city cannot be considered as a real smart city without IOT. China is a country where IOT standards and technology are innovated, applied and practiced most. It is hoped that China will take the historical responsibility of establishing the guiding standards for smart city. Meanwhile, Standardization Administration of the P.R.C., social standards organizations and countries worldwide can jointly create guiding architecture standard of IOT smart city, thus promoting the construction of global smart city and also the healthy and orderly sustainable development of the IOT new economy of smart city."

During the welcome meeting, Chairman He Xuming expressed to the Mayor of Qingdao Meng Fanli his intention for locating WIOTC Qingdao Organization and world IOT industrial demonstration base in Qingdao. Chairman He also respectively communicated with ISO President Zhang Xiaogang, ISO President-elect John Walter, Secretary General and CEO of IEC Frans Vreeswijk, Director of ITU-T Chaesub Lee, Administrator of Standardization Administration of the P.R.C. Tian Shihong and other representatives from China, France, Germany, the United States, Canada, Japan, and Switzerland, and presented the Beijing Declaration on the World Internet of Things.
